Most travelers know that pick-pocketing is a major problem in Europe’s metropolitan areas. The city of Naples has created an ingenious plan to counter this by hiring ex-convicts as tour guides. Naples’ controversial prison-to-work transition program offers over 700 recently released inmates jobs to keep them busy, put them back on their feet, and teach them skills that could be useful to them in the future.
